Financial institution of England delays bond sale and launches short-term buy program

LONDON – The Bank of England is set to suspend the scheduled start of its gilt sales next week and begin buying long-dated bonds on a temporary basis in a bid to calm market chaos sparked by the new government’s so-called mini-budget.

UK government bond yields, known as ‘gilts’, were on track for their strongest monthly rise since at least 1957, as investors fled UK bond markets following fresh fiscal policy announcements. Measures included large amounts of unfunded tax cuts that have drawn criticism from around the world, including from the IMF.

In a statement on Wednesday, the central bank said it was monitoring the “significant repricing” of UK and global assets in recent days, which has hit long-term UK government debt particularly hard.

“Should dysfunction in this market persist or worsen, there would be a significant risk to UK financial stability. This would lead to an unwarranted tightening of financing conditions and a reduction in the flow of credit to the real economy,” the Bank of England said.

“In line with its objective of financial stability, the Bank of England stands ready to restore the functioning of the market and reduce any risks of contagion to credit conditions for UK households and businesses.”

From Wednesday, the bank will begin temporary purchases of long-dated UK government bonds to “restore orderly market conditions” and said these will be done “to the extent necessary” to calm markets.

“The gilt market was clearly caught in a crossfire between the Bank of England and the Treasury, and it’s not exactly like that, but it looked very much like they were competing or working on opposite ends,” Bouvet said.

“So you have a world where you have a recession and the BOE is trying to cool the economy with rate hikes and on the other side you have the Treasury trying to protect the economy from this recession and implementing fiscal measures that are inflationary. “

DUBAI, United Arab Emirates – After 2½ years, the UAE abolishes its mandatory mask requirement in almost all indoor public spaces.

The National Emergency Crisis and Disaster Management Authority (NCEMA) announced the change in a televised statement, saying it would go into effect on September 28. The long-established mask rule has been a pillar of the UAE’s measures against Covid-19, as well as near-universal vaccinations and rapidly available PCR tests.

The ruling only officially applies to the capital of the United Arab Emirates, Abu Dhabi, but the country’s six other emirates, including Dubai, are expected to follow. Masks are now only required in hospitals, public transport and places of worship, NCEMA said.

Abu Dhabi has been one of the strictest emirates in the UAE in terms of requiring and enforcing the wearing of masks. In Dubai, wearing masks was mandatory in indoor public places, but could be removed while sitting, eating, drinking and exercising.

Enforcement had eased in many other emirates over the summer months and it was common to see people in public places not wearing masks.

The UAE will also stop publishing its daily list of Covid-19 cases, which it first began publishing in March 2020.

Several other changes have been announced — schools won’t require teachers or students to wear masks, the country’s airlines can choose for themselves whether to require mask-wearing, social distancing will no longer be required in places of worship, and only people who have tested positive have been isolated for Covid-19, not those who have been in contact with them.

The quarantine for positive cases has been reduced from 10 to five days.

In addition, vaccinated Abu Dhabi residents who were previously required to provide a negative PCR test every 14 days to enter public facilities via the local Al Hosn app every 14 days will instead be required to provide such evidence every 30 days. Covid-19 cases have fallen steadily in recent months to an average of 300 to 400 a day, according to NCEMA, which puts the total number of cases in the UAE at more than a million since the pandemic began, with 2,343 deaths.

GM delays return-to-office mandate after worker backlash

DETROIT — General Motors is conducting damage control related to its plans to return to the office after a message to employees Friday afternoon sparked backlash and confusion.

The company’s senior leadership team said Friday that starting later this year, the company’s employees will be required to return to physical locations at least three days a week, in what the company says is an evolution of its current remote work policies.

On Tuesday, a second message followed up on that timing and clarified that the company won’t be dictating specific days in the office, instead leaving that decision up to individual teams.

“Our plan has always been, and still is, to design together the solution that best balances the needs of the company with the needs of each of you,” read the memo, which was shared by CEO Mary Barra and other executives was signed and a copy of which was viewed by CNBC.

The follow-up news says no employees will have to return to offices earlier than the first quarter of next year.

“While we have nurtured a highly collaborative culture during a very challenging time over the past two years, the intangible benefits of working face-to-face will be a critical success factor as we enter an era of rapid go-to-market,” the Tuesday news said. “This evolution is about being ready for the next phase of our transformation.”

A GM spokesman confirmed the message’s authenticity and said it wanted to “provide more clarity to help address some of the questions and concerns we’ve received.” She said the timing of her return to office has shifted, but “the overall plan hasn’t really changed.”

Both messages are a marked departure from the automaker’s flexible “work appropriately” rules announced by Barra and lauded by the company in April 2021. GM described it as a flexible, evolving policy that will vary by employee, week, and project.

GM apologized Tuesday for the timing of the original message and its vagueness. Executives said the earlier notice was sent after some information about the company’s plan was prematurely shared with some departments.

“We decided to communicate company-wide before we had the opportunity to work more broadly on the implementation plan. We believe the benefits of transparency — even with suboptimal timing and incomplete details — outweighed the risk of generating suspicion by hearing the information second-hand,” the Tuesday message said.

GM said it would share more information late next month as the company intends to spend the “next few weeks continuing to listen to your feedback so that we incorporate it into our implementation plans.”

The House committee investigating the Jan. 6 riot in the Capitol is postponing its next public hearing because of a severe hurricane, the panel’s chairmen said Tuesday.

The hearing, which was scheduled for 1:00 p.m. ET Wednesday, will now be held at a later time to be announced, Committee Chair Rep. Bennie Thompson, D-Miss., and Vice Chair Rep. Liz Cheney, R-Wyo., said in a joint statement.

“With Hurricane Ian impacting parts of Florida, we have decided to postpone tomorrow’s hearing,” Thompson and Cheney said.

“We pray for the safety of all who find themselves in the path of the storm. The Special Committee investigation is ongoing and we will announce a date for the postponed trial soon,” they said.

The delay came after Hurricane Ian, a Category 3 storm expected to batter Florida with high winds and heavy rain, made landfall in Cuba.

Forecasters are predicting Ian could strengthen into a Category 4 hurricane by Tuesday night.

The panel’s next hearing will be its ninth and first since late July.

The committee is investigating the facts and circumstances surrounding the January 6, 2021 riots, when a violent mob of supporters of then-President Donald Trump stormed the US Capitol. The rebellion forced lawmakers to leave their chambers and temporarily prevented them from confirming President Joe Biden’s victory over Trump in the 2020 election.

At the now-postponed hearing, the panel was scheduled to show clips of Roger Stone, a longtime political operative and Trump confidant, speaking out about contesting the 2020 election results, NBC News reported.

The postponement was announced less than two months before the midterm elections, when Republicans hope to regain control of the House and Senate.

Cheney, who lost her GOP feature race to a Trump-backed challenger last month, has vowed to do whatever it takes to keep Trump out of the White House. But Trump remains a key figure in the Republican Party, as some polls place him as the clear favorite to win the party’s presidential nomination in 2024.

The committee also faces a year-end deadline to submit a final report to the President and Congress that includes its findings and recommendations.

Walt Disney World is closing parks for 2 days

As Hurricane Ian approaches Florida’s west coast, The Walt Disney Company is preparing to close all four of its Orlando-based theme parks for at least two days.

The company announced on Tuesday that Animal Kingdom, Hollywood Studios, Epcot and Magic Kingdom will be closed on Wednesday and Thursday. According to the National Hurricane Center, the storm is heading toward Tampa and is likely to sweep through central Florida, where the Disney parks are located.

Disney has already moved guest accommodations at its outer resort locations, such as the Fort Wilderness campground and Saratoga Springs treehouse villas, to indoor spaces at its other hotels. Additionally, the company has canceled Star Wars: Galactic Starcruiser voyages scheduled to depart on Tuesday and Thursday due to a potential impact on the guest experience.

The company has also said it will not enforce a cancellation policy for in-park experiences such as Savis Workshop at Galaxy’s Edge at Hollywood Studios or the Bibbidi Bobbidi Boutique at the Magic Kingdom.

Disney’s Typhoon Lagoon water park will also be closed on Wednesdays and Thursdays, and its Blizzard Beach location is already closed.

This isn’t the first time in Walt Disney World’s 50-year history that it has been closed due to hurricanes. Most recently, in September 2019, Florida-based parks were briefly closed due to the projected course of Hurricane Dorian. The park reopened a day later when Dorian’s path changed.

Neighboring amusement park operator Universal did not immediately respond to CNBC’s request for comment on its activities. Universal Studios Orlando’s website notes that the company is monitoring the weather but hasn’t yet decided whether to close.
