China defends uncommon earth export restrictions as “authentic”

China on Sunday defended its new export controls on rare earths as a “legitimate” measure under international law and pushed back against U.S. accusations that they amounted to economic coercion after Washington announced sweeping retaliatory tariffs and export restrictions.

China’s Commerce Ministry said the controls issued Oct. 9 were part of Beijing’s efforts to strengthen its export control system and “better protect global peace and regional stability” amid a turbulent global security environment.

The measures, which now cover not only rare earth materials but also related intellectual property and technologies, were announced just weeks before a possible meeting between US President Donald Trump and Chinese leader Xi Jinping.

“These controls do not constitute a ban on exports. Applications that meet the requirements will be approved,” a Commerce Department spokesman said. “China has fully assessed the potential impact of these measures on the supply chain and is confident that the impact will be very limited.”

Beijing’s new restrictions also require foreign companies to obtain a license to export products that contain more than 0.1% of domestically mined rare earths or are made using China’s extraction, refining, magnet manufacturing or recycling technology. Applications for items that could be used for weapons or other military purposes will be rejected.

Shortly after Beijing tightened export controls on rare earths, the European Chamber of Commerce in China said there was a backlog of export license applications awaiting approval, adding that the new restrictions “add complexity to global rare earth supply chains.”

In response to Beijing’s move, Trump announced on October 10 new tariffs of 100% on imports from China starting November 1, “above and beyond any tariffs currently paid.” Trump also said the US would also impose export controls on “all critical software” on the same day.

Stock markets plummeted after Trump said on Truth Social that “China should not be allowed to ‘hold the world captive’ with its rare earth policy” – wiping out $2 trillion in market value.

China’s Commerce Ministry accused the US of “double standards” on Sunday local time, pointing out that the US control list includes more than 3,000 items, compared to fewer than 1,000 on the Chinese list.

China accounts for around 70% of global supply and has repeatedly used the urgently needed minerals as a bargaining chip in trade talks.

Tensions whip

Just hours after tightening export controls on rare earths, Beijing also announced it would impose a fee on U.S. ships docking at Chinese ports starting Oct. 14. This reflects a new US fee on Chinese ships arriving at US ports, set to take effect on the same day.

According to the Center for Strategic and International Studies, the U.S. accounts for just 0.1% of global shipbuilding, compared to China’s 53.3%.

The Chinese Ministry of Commerce defended its counter-decision as “necessary passive defensive measures”. It added that the U.S. actions “have seriously undermined the atmosphere of economic and trade negotiations between the two sides.”

Top U.S. and Chinese officials met in Geneva for trade negotiations in May, the first time since Trump launched a global trade war. A follow-up meeting in London in June produced a trade framework, while a third round of high-level talks took place a month later, with both sides signaling progress in negotiations.

Recent trade meetings in Madrid in September resulted in a “basic framework consensus” on the divestment of Chinese company TikTok, ahead of a deadline for selling its US business or shutting down the social media app in the country.

On September 19, Trump and Xi had a phone conversation but failed to finalize a deal on TikTok. After the call, Trump announced that he and Xi had agreed to meet on the sidelines of the Asia-Pacific Economic Cooperation Forum in Gyeongju, South Korea, in the last week of October.

While China has remained silent on future meetings, Trump had also announced that he would visit China early next year and that Xi would come to the US at a later date.

However, Trump threatened to cancel his upcoming meeting with Xi in a social media post on Friday after China recently tightened export restrictions on rare earths.

Trump reaches settlement on drug costs with AstraZeneca

The Trump administration and AstraZeneca announced on Friday that it had reached an agreement for the British pharmaceutical giant to reduce drug prices in the United States

The deal with AstraZeneca follows a similar pact with the US drugmaker Pfizerwhich was announced late last month.

AstraZeneca will agree to sell drugs directly to Medicaid patients at the lowest price offered in other developed countries, or what Trump calls the “most favored nation” price, on a future government website called TrumpRx.gov. AstraZeneca’s primary care drugs will be available on the site starting early next year, and the company will offer new prescription drugs at the nation’s most favored nation price, said Mehmet Oz, administrator of the Centers for Medicare & Medicaid Services.

AstraZeneca CEO Pascal Soriot also said the company would be exempt from pharmaceutical sector tariffs under the agreement. Pfizer agreed to similar terms with the Trump administration, receiving a three-year exemption from drug tariffs on the condition that the company continues to invest in U.S. manufacturing.

AstraZeneca said in July it would invest $50 billion in the U.S. by 2030. The company provided further details on these plans on Friday, ahead of the pricing agreement announcement.

Trump has pushed drugmakers to cut prices and expand production in the U.S. as the extremely high cost of drugs compared to other developed countries angers voters across the political spectrum. As his administration threatened pharmaceutical companies with tariffs of up to 250% in recent months, many drugmakers announced significant investments in the United States

Trump has said he wants to reach pricing agreements with other major drugmakers in the coming weeks. Trump suggested that drugmakers and other companies had invested as much as before because of the threat of higher tariff costs.

“Most of them are here because of the tariffs,” he said.

Republicans are hurting themselves, not Democrats, by laying off federal workers en masse.

The worst part is that the plan immediately backfired.

Pharmaceutical manufacturers are increasingly using telegesundheit platforms to sell their medication directly to patients – and that is exactly what President Donald Trump wants.

Amgen Is the youngest company that penetrates the direct-to-consumer area and announced on Monday that it will offer its cholesterol-lowering drug Repatha at a cash price that is 60 % below the current list price before insurance and discounts. This is followed by similar steps from other pharmaceutical manufacturers who want to simplify the access of the Americans to their pharmaceuticals, as well as the political pressure of the Trump government to lower US medicinal products prices.

In July, Trump sent letters to 17 pharmaceutical manufacturers in which he asked them to take concrete measures to reduce the costs for patients, including the introduction of direct sales models for their medicines to the consumer. The companies had to react until September 29th. This was part of his efforts to revive a controversial plan called “Most Privacy Policy”, which aims to bind the prices of some medication in the USA to the significantly lower abroad.

As part of this plan, Trump said his government would start a website called Trumprx.gov, on which brand medication is offered for direct online purchase with a discount. For example, as part of a new agreement with Trump, Pfizer said that there would be a large part of its basic supply treatments on this website and certain special brand medication with discounts of an average of 50 % and up to 85 %.

The direct-to-consumer programs of the pharmaceutical industry usually offer a greatly reduced cash price and free shipping for people who buy directly from companies with cash instead of redeeming their recipes in inpatient pharmacies and paying them with their health insurance card. By introducing a direct sales model to the consumer, pharmaceutical manufacturers can handle middlemen such as pharmacy beefit managers and possibly achieve part of the income in billions of bills that flow through these middlemen every year.

  • Amgen – The company’s new program, Amgennow, starts with Repatha. Amgen said that its new cash price for Repatha corresponds to the lowest that it currently receives in an economically developed country.

He pointed out that Trumprx, President Donald Trump’s most popular nationwide pricing initiative for medicines, and the direct sales platform Trumprx had a large part in it. He also advocated the price negotiations for Medicare drugs as part of the inflation reduction act as another part of the puzzle and said that his team “negotiated aggressively” during the current round of negotiations.

The Supreme Court said on Monday that he would not hear the appointment of Ghislaine Maxwell, the former British socialist who was convicted of sexual abuse by Jeffrey Epstein for sexual abuse of minor girls.

The decision comes because the Trump administration remains the focus of the criticism because it refuses to publish investigative files about Epstein and Maxwell, despite the earlier promise to make these documents public.

The Supreme Court did not indicate how many of his nine judges, if at all, would have given Maxwell’s application for listening to her appointment.

Maxwell’s lawyers argued to the court that the federal authorities in New York should not have been pursued at all.

They cited a non-contract agreement that Epstein had received from the US law firm for the southern district of Florida, which contained the provision that the United States did not involve any criminal charges against “potential co-navals from Epstein”.

Epstein owed himself guilty in 2008 according to the conditions of this agreement, in Florida State Edition in connection with the procurement of a minor for prostitution.

The 63-year-old Maxwell served a 20-year prison sentence for her crimes.

In 2022 she was convicted of Manhattan before the Federal Supreme Court, three years after Epstein was killed in a federal prison shortly after the arrest of the sex trade for children.

The new law promotes domestic research and development.

As part of the law on tax reductions and jobs for 2017, the immediate utilization of F&E costs from 2022 ended, and the companies had to amortize the expenses over time, which could cause them to pay more taxes in a certain year. This was particularly difficult for small companies and especially start-ups in technical niches such as software, said Diana Walker, director of Baker Tilly’s tax practice.

Now small companies can immediately deduct 100% of the domestic F&E costs that arise after 2024. “This is an enormous relief for many taxpayers that have been negatively influenced by TCJA,” said Walker.

In addition, there are various ways to serve former domestic expenses, including the decision to change earlier returns. Therefore, small companies should talk to their tax advisor about which method to choose, even if they have already submitted their return from 2024, she said.

In 2025, all taxpayers, regardless of their gross revenue, cannot use and pay for domestic research and development. In order to receive loans in recent years, companies have to have a bonus for small companies from 2022 to 2024 below 31 million US dollars. “This calculation is definitely cheap for small companies,” said Walker.

An important interest deduction that is bound by loans

This provision has received significant press and the rules are still written, but it is worth noting that certain small companies have potential benefits for certain small companies that can now deduct up to 2028 tips up to 25,000 US dollars.
